In English there are two terms: 'licence' which is a noun. 'license' which is a verb. In USA English only the one spelling: 'license' which is used for both noun and verb. Thus for both English and USA English the spelling 'licensing' is correct; there is no such word as 'licencing' - it is incorrect English, because it refers to the verb which is spelt with the "s" character.
